Policy Partnership

The Queensland LGBTQIA+ Alliance Policy Partnership (the Partnership) is a mechanism that enables LGBTQIA+ communities, organisations, and relevant stakeholders to meaningfully participate in shaping policy position creation, legislative responses, joint submissions and systemic reform.
An inclusive, culturally secure and responsive process through which emerging issues of significance to LGBTQIA+ people can be raised, explored, and translated. A genuine partnership guided by the principle that policy must be shaped by lived experience, community knowledge and research to inform every stage of the cycle. From problem identification and analysis to implementation and evaluation.
The Policy Partnership mechanism ensures that LGBTQIA+ people and communities, including those in urban, regional and remote areas of Queensland, have opportunities to contribute to policy, legislative responses, and joint submissions in a way that reflects their living realities, cultures, and priorities.
Committed to transparent, accountable, and culturally secure ways of working, the policy officers will work in partnership with relevant LGBTQIA+ member services, our grassroots LGBTQIA+ communities and key stakeholders to jointly gather their expertise, living experiences and professional perspectives.

Stage One
Submissions to the Portal
At this stage of the process, you can access the online portal to make a submission on policy or legislation that affects you. The portal will contain questions to help guide the use and categorisation of community feedback.

Stage Two
Policy Officer Research
At this stage, submissions are collated by the policy officer for review and consideration. During this process, if the submission is not part of a request by a government body, it must be determined that the submission topic falls within the area of expertise of the Queensland LGBTQIA+ Alliance.

Stage Three
In Genuine Partnership
We lead a shared vision to bring together Governments and LGBTQIA+ communities to co-design policy, reports and recommendations.
Community-led, lived experience, subject matter experts, grassroots LGBTQIA+ communities and stakeholders can inform submissions about policies and reforms affecting them in Queensland. A genuine policy partnership will be activated at this stage to ensure the effectiveness and delivery of evidence-based policy and practice.

Stage Four
Revision
The Policy Officer will take the research in conjunction with the input provided by the policy partnership co-design process and prepare a report. This will contain background, research, community input and the policy partnership recommendations. It will also include any risk assessments and analysis conducted in the previous stages.

Stage Five
Review & Approval
Based on the contents of the report, as well as any other relevant information, the Policy Officer will consider further utilisation. If required, further revisions, co-design, research, or additional information may be requested. The Chief Executive Officer will then meet with the Policy Officers to discuss the next steps ahead of final submission.
